I agree that the GM has a lot of control in these
circumstances. If the GM was a computer, based on
stats alone, damage and defensive values, certain
character classes have a clear advantage over others.
A (what was it called? Glitter Boy?) can wipe the
floor with other characters.

As far as the GM's role, it depends on the style of
play. Min/Maxers enjoy getting their character to be
stronger than others and if the whole group is like
that, the GM's role is to support that kind of
competition. If someone wants to start an
intentionally weak character, then the GM has to
re-evaluate his role.
