Without having first hand experience in the RP you are playing, I would
logically think it would have more to do with the willingness and will of
the player who is weaker to contribute than the rules set down by the GM.
This depends on what your definition of weaker in combat means. A character
may be weaker physically, but smarter in tactics. A character could be
stronger physically and not as wise in tactics. I strongly believe it
depends on the contribution of the individual. Just because the rules allow
for contribution, which they should, doesn't mean the weaker player will
take advantage of it. Rules are the ground work for advancement but not an
automatic power-up, so to speak.
