From the reference card of The City, which can be found in the FAQ:

"Note: You must use a joystick to exit Banks and some other establishments."

I also thought that there was a bug with the game that if you stayed in a
bank past closing time you'd never be able to enter again... although I
couldn't find it when I searched for it.
