There are 4 files listed there...
atari800win is the actual emulator
xf25 contains the bios rom images.. copy the .ROM files to the atari800
directory
city are the 4 disk images for the city
dungeon are the 5 disk images for the dungeon.

I just gave it a shot, was able to boot it up and get to the point where
stats were a-scrolling for character creation... to make a blank disk to use
as a character disk, I always just copied another disk image file through
windows, renamed it through windows to arcity_char.atr, and then initialized
it in the game.

Let us know specifically what happens if it still doesn't work for you. one
other thing to remember is to make sure your emulator has the basic cart
turned off.

for the city, I don't know of any emulation differences between atari 800
OSb, atari XL, or atari XE... all should work the same.

I will leave them on that site for about a week.. if anyone else wants to
grab them too... ;-)
