They have all kinds of old "abandonware" games. I checked
their version of The City, but all they have is the C64 version.
Maybe that one will work for you.

I've tried the "Frodo" Commodore 64 emulator (no disk set for
either city or dungeon works tho), can't find an Atari 8-bit emulator for
the 9210 (would've been ideal!), & eventually stumbled across a way
of getting MSDOS6.22 installed. Great I thought, & have been
rummaging through my old software. I can find my original ST & Amiga
disks, but not PC. I did find a PC city archive on the net...but it only
had the EGA graphics files. The 9210, however, is only supporting MCGA
:-(
Blocked at every turn! Simply...must....get it...working!!!

On the subject of Atari 8-bit emulators, does anyone know of one for
psion/epoc/9210. If sources are available for psion/other epoc devices, I
may even have a crack at a 9210 port. Also, does anyone know of a good
site to get old DOS based games in general?
