I have come across a complete working version of
Alternate Reality The City for the Commodore 64!

The page has a lukewarm 1986 review of AR from a
British 8-Bit Magazine and a followup interview with
the president of Datasoft who tries to convince the
reviewer of the true brilliance of AR. At the bottom
of the page is a link to download The City.
In the zip file are five .D64 images:
ALTCITY0 is Side 1
ALTCITY1 is Disk 2 Side 1
ALTCITY2 is Disk 2 Side 2
ALTCITY3 is a Character Disk
ALTCITY4 is a Character Disk Editor similar to Resurex
for the Atari 8-Bit
I'm a Mac user, so I can only vouch for it's
performance with Power64 and FrodoSC,
but I've been playing around with it for a few days,
and it seems to be complete and work just fine. Even
though the character editor program's graphics are
garbled, it seems to work okay.
